A public health leader with extensive experience in policy and global health, he has been instrumental in strengthening healthcare systems and disease control efforts. As the former Secretary of Health of the Philippines, he led national initiatives to combat infectious diseases, improve public health infrastructure, and expand healthcare access. He later served as Director of the WHO Human Resources for Health department, where he played a key role in addressing global health workforce challenges and capacity building. As current Chair of the philanthropic Zuellig Family Foundation, he focuses on leadership development and local health governance towards achieving Universal Health Care.
