Eunice N. Mustapha is a health lawyer and policy researcher committed to advancing evidence-based decision-making in health law and governance. She holds a Master of Laws in National and Global Health Law from Georgetown University Law Center, where her research work at the O’Neill Institute for National and Global Health Law deepened her expertise on the legal dimensions of public health systems and human rights. She has worked with leading public health institutions, including the U.S. Centers for Disease Control and Prevention, contributing to legal epidemiology and policy surveillance initiatives that analyzed thousands of health laws to identify regulatory patterns and their implications for home-rule authority, health financing, and service delivery. Her work fostered interdisciplinary collaboration and helped translate complex legal data into actionable public health guidance. Mustapha’s research and publications explore the intersections of health equity, legal preparedness, and human rights across Africa and the United States. Recognized among Sierra Leone’s 50 Most Influential Women, she continues to champion the use of law as a catalyst for inclusive, equitable, and sustainable health systems.
